Joint statement: Responding to cross-border risks & ensuring international protection for unaccompanied and separated children from Ukraine in Europe

Four years since the Russian Federation’s full-scale invasion of Ukraine, Terre des hommes and 34 other organisations across Europe are coming together to call for strengthened and coordinated protection measures for unaccompanied and separated children and young people displaced from Ukraine and urgent action to address the cross-border risks they face.

Drawing on the discussions between the network organisations and the lived experiences of young people from Ukraine, heard through the YoU Decide initiative, young people report difficulties re-registering for protection after moving countries, fears of losing legal status at 18, and dependence on shrinking NGO support for housing and education.

We urge sustained EU leadership to ensure clear residency pathways, cross-border cooperation, child-centred safeguards, and long-term protection consistent with existing European and international obligations.

“You study, you learn the language, you try to integrate… but you don’t know if you will be allowed to stay. Life feels temporary.” — Member of the YoU Decide Youth Board
