ICT4D Support

Background

Terre des hommes Foundation, a member of the International Federation Terre des hommes, is the largest international child right NGO in Switzerland established over 50 years ago. We operate in 36 countries with over 100 projects of development aid and emergency impacting over 2 million beneficiaries. We employ 1,500 people, including 130 based at our headquarters in Lausanne. Our direct assistance projects, strengthening systems and advocacy activities are primarily focused in the areas of maternal and child health and child protection. In Europe, Tdh intervenes directly or indirectly in 22 countries, relying on teams based in Budapest (where the regional office is located), Albania, Greece, Kosovo, Moldova, Romania, and Ukraine.

 

THE ROLE

ICT4D Support will assist in the development and use of ICT to support innovations in programmes in the Europe Zone, support and follow assigned ICT components within programmes and projects and help with project / programme delivery with ICT components.

 

MAIN RESPONSABILITIES
• Help with the coordination of ICT4D projects and tools
• Support the development of e-learning courses on child protection
• Regular monitoring of ICT4D news and subsequent uploads to the ChildHub

 

PROFILE CRITERIA FOR SELECTION OF THE CONSULTANT

  • 2+ years’ experience in the field of ICT or IT Project Management
  • Relevant university degree (Bachelor’s or higher) from an accredited educational institution
  • Experience with online learning and learning management systems
  • Proficiency with Microsoft Office Suite and other core online applications (e.g. Analytical and survey tools, Blogs, Infographics)
  • Experience and knowledge in working with or in international organisations is essential; experience in INGOs would be advantageous
  • Up-to-date and significant knowledge of technological trends
  • Excellent planning and organisational skills
  • Strong ability to communicate with non-technical staff for establishing business requirements and converting these requirements into technical specifications
  • Flexibility, availability and adaptability
  • Excellent written and spoken English; an additional Eastern European language would be advantageous
  • Self-controlled, with skills to support others
  • Spirit and capacity for rigor and precision, transparency and honesty

Terre des hommes, in collaboration with Brave Phone (Croatia), Program for the Development of the Judicial System (Bulgaria), Defense for Children International (Belgium), International Juvenile Justice Observatory (IJJO) (Belgium), Terre des hommes Helvetia (Romania), and The Global Network for Public Interest Law – PILNET (Hungary) , are commencing a task financed by the European Union, titled (‘AWAY’) which emphasizes on the concept of diversion within the area of juvenile justice.

The task seeks to advance the utilization of diversion in order to successfully initiate a child friendly approach within the operatives of the juvenile justice system. This project is dependent on the conduct of research and the factual and observatory conclusions that emerge as a result, and will furthermore assist individuals of various professional backgrounds in their works relevant to diversion.

Based on results stemming from research, the AWAY project seeks to establish an online and offline educational module regarding child-friendly approaches within the scope of diversion.

Having this being said, professionals owing to expertise and fluent knowledge on diversion while possessing relevant experience in curriculum development and training are needed.

Duties and Responsibilities:

  • Must be present for online communication via e-mail, telephone, Skype, etc and must be present for the Regional Mentor Meeting occurring in Budapest, January 2018
  • Oversee the facilitation of modules at the Regional Mentor Meeting

Regional HR Manager

Position Start Date: August 2017

Duration: 1 year (renewable)
Location: Budapest is preferred location for the position, but other Terre des hommes office locations in the region may be considered (Tirana, Bucharest, Chisinau or Pristina) with frequent travelling in Central and Eastern Europe.

Applicant must be in possession of valid permit to work and reside in one of Terre des hommes locations (Budapest,Tirana, Bucharest, Chisinau or Pristina).


General conditions: Local full-time contract, up to 1891 EUR net/month based on skills, experience and location. No expatriate benefits.

Job Description
Tdh in Europe is currently undergoing a major organizational transformation in line with its new regionalization strategy, which foresees the further development of a regional hub operated from Budapest and the establishment of innovative programmatic management logic.


As a new position within the recently established Europe Zone Regional Hub team, the expectations of the Regional HR Manager role are as follows:


1) Based on the progress already achieved and on the strategy of the Foundation in the region, make an exhaustive inventory of the HR stakes and challenges at regional and country level, map the priority areas of improvement and develop a roadmap with the Head of Zone and the Country Delegates / Country Directors.
2) Support and advise human resources administration and/or the management teams in their daily work for all human resources related issues. The Regional HR Manager role provides full-cycle human resources support to the Terre des hommes Foundation’s Europe Zone / Regional Office and the country delegations and offices in the region.
3) As a pilot position for the Foundation, actively participate to the design and development of the global HR policy of the organization with the Human Resources Directorate, which mainly implies the worldwide improvement of the workforce planning, talent acquisition and sourcing, careers and talent management as well as leaning and development processes through the development of a better HR partnering with the Operations and up to date HR shared services.

 

Main responsibilities:

Manage recruitment and position changes for the Regional Hub and Regional Delegation, including staff inductions;
Provide guidance, support and advise to local HR focal points relating to recruitment, position changes and inductions to ensure consistency of approach across the region;
Assists the Head of Zone in any organisational restructuring required to effect the delivery of Tdh’s strategy within the region;
Develop, implement and maintain a regional staff compensation & benefits framework;
Manage the implementation of Tdh’s global HR policies as they are developed and become available;
Exhaustively map the current skills and capacities of staff within the region, and in consideration of Tdh’s global and regional strategies and any specific challenges identified in collaboration with management teams within the region, develop and implement capacity development plans as necessary;
Ensure that the annual performance appraisal processes within the region are conducted in a timely manner and track the implementation of resultant actions;
Ensure that appropriate employee Health and Safety processes and procedures are in place across the region;
Provide professional guidance, coaching & mentoring to HR administrators & managers involved in HR processes;
Be the focal point within the region for guidance and advise relating to the movement of staff into, out of and with the region, which could include but is not limited to matters relating to visa requirements, relative salary scales, access to state provided benefits;
Actively participate in a wide range of design and development activities relating to Tdh’s global HR policies, in particular, but not limited to:

o Improvement of workforce planning
o Talent acquisition and sourcing
o Careers and talent management
o HR shared services
o Learning & development processes

In conjunction with Head of Zone and HR Director (Lausanne), develop the current Regional HR Manager job description into a comprehensive ‘Business as usual’ version;
Manage HR elements of any regional change management activities in collaboration with or as substitute for any appointed Change Manager.

 

Profile:
Requirements and Qualifications:

A minimum of Bachelor’s degree in human resources, business administration or management;
3 to 5 years of experience in human resources with HR management level responsibility;
Proven success and experience in field based human resources activities and leadership;
Strong organizational, planning, prioritizing and administrative skills; ability to self-direct in a fast-paced, multi-task environment;
Credible HR professional with strong interpersonal skills and ability to build effective relationships at all levels of the organization;
Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses;
Strong leadership competency including demonstrated project management, facilitation and influencing skills;
High level of integrity and dependability with a strong sense of urgency and results-orientation;
High degree of confidentiality.
Excellent written and spoken English. An additional Eastern European language would be advantageous.

Finance Officer in Hungary

Tdh is a child relief organization, operating across Europe/ Central and Eastern Europe through its Regional Office since 2006. In line with Tdh new strategic Plan, Tdh is recruiting an administration and finance Officer for the Hungarian office

Under the responsibility of the Regional Administrator, the administration and finance officer will perform his/her duties.

Main responsibilities:

  • Ensure daily management of cash and bank movements, in respect with financial procedures
  • Ensure relations with bank, including  administrative updates
  • Ensure daily management of accounting systems for the Hungarian based office as well as multiple operational partners, including:  verification of authenticity of cash and bank documents, respect of procurement procedures, compliance with donor requirements and internal financial procedures.
  • Ensure management of accounting systems on daily / weekly bases.
  • Ensure follow up with partner organizations on financial terms
  • Ensure monthly and Yearly closure of accounts.
  • Participate in the preparation and carrying out of the audit work for the annual statutory audit or donor’s audit
  • Work in close relation with the non-finance departments to succeed flow of operations constantly and in respect with financial procedures
  • Ensure update of information, on donor contracts, partners follow up, allocation tables and so on
  • Ensure preparation of financial reports, and budget proposal drafts, or act as Human Resources interim, when needed and in link with administrative requirements only
  • Control of any discrepancies observed
  • Uphold the good reputation of Tdh as a leading organization on migration in the region, recognized and sought by all stakeholders for its technical expertise

Profile:

  • Education: University degree in relevant field
  • Experiences and aptitudes: At least 5 years previous experience of accounting and finances, ideally in Non-governmental organizations setup
  • Successful track record  of work with donors as (Europe Aid, SDC, DFID; ECHO; UN; etc.)
  • Language: Excellent oral and writing skills in English C2 and Hungarian,
  • Knowledge of Saga software is an added advantage
  • Ability to uphold high standards and punctually under pressure
  • A commitment to excellence; attention to detail
