Vacancy: Head of EU Project Unit, EU Framework Contract

Contract: One year, full-time employment contract, renewable. The position is planned for a total of four years, depending on the EU contract extension.

Location: Budapest with regular travels in the region.

Terre des hommes (Tdh) is the leading Swiss child relief agency. Founded in 1960, we are committed to improving the lives of millions of the world's most vulnerable children. Through our innovative protection and health projects, we provide assistance to over three million children and their families in almost forty countries each year. In Europe, Tdh intervenes directly or indirectly in many countries, relying on teams based in Budapest, Albania, Greece, Kosovo, Romania, Moldova and Ukraine. The Regional Office in Budapest has been operating since 2006.

ROLE DESCRIPTION

Tdh is part of a consortium led by GFA Consulting Group GmbH (www.gfa-group.de). GFA was recently awarded various contracts for providing technical assistance services within the new round of EU Framework contract Services for the Implementation of External Aid (SIEA 2018). The work that Tdh has been selected for is Lot 3: Human Rights, Democracy and Peace/Governance with an emphasis on Migration and Justice reforms, with a worldwide scope.

EU Framework Contracts (FWC) are signed between the EU and a number of preferred suppliers for the provision of Technical Assistance (TA) services for the benefit of third countries receiving EU external aid. These services are procured through individual service contracts of initial budget values of up to EUR 1 million, with a reopening of competition for each individual assignment.

Upon SIEA 2018 contract signature, expected to take place by end April, 2018, Tdh should be ready to start delivering the new FWC round by means of a newly established EU Framework Contract Unit.

MAIN RESPONSIBILITIES

  • Establish EU Framework Contract Unit within the Regional Office. This includes: recruitment, setting up procedures and protocols, procurement of legal advice, due diligence, internal governance and channels of communication (RACI) and any other preparation work as necessary;
  • EU-FWC Project implementation worldwide: under the supervision of co-chairs, act as the Focal Point for all contacts and communication with consultants, GFA, consortia partners and/or project beneficiaries;
  • Communication and coordination within Tdh (RO, Programmes at HQ, Delegations worldwide);
  • Handle incoming requests for services (RfS) from the Commission/GFA, coordinate the planning and drafting of proposals for individual assignments;
  • Ensure the timetable for responding to RfS is respected, submit proposals and ensure follow up;
  • Plan ahead and mobilise resources and expertise for the implementation of individual assignments;
  • Act as liaison point between FWC Unit and individual experts fielded by Tdh;
  • Manage contracts and financial aspects of individual assignments;
  • Monitor services rendered and experts performance evaluation;
  • Provide quality control of project deliverables;
  • Supervise HR Project Manager and Finance and Admin Officer;
  • Contribute to (or lead) the design and drafting of project proposals for the region;
  • Participate in Regional Office life as capacity of senior manager.

YOUR PROFILE

  • University degree (Master’s or equivalent) from an accredited educational institution in a relevant field;
  • 7+ years of the experience in development cooperation and international project management;
  • Familiarity with the acquisition and implementation of EU funded technical assistance projects and knowledge of  EU policy instruments and procurement rules is a strong advantage;
  • Knowledge and experience of working with or in large international organisations; experience in INGOs, in social enterprises or in international consulting companies is also an advantage;
  • Full proficiency in written and spoken English is mandatory, good knowledge of French, German or Spanish is a strong asset;
  • Experience in managing  teams that are working remotely, in multiple countries;
  • Strong team spirit, emotional intelligence and motivational skills;
  • Flexibility, availability and adaptability, willingness to support Regional Office colleagues during peak periods in various fields of activity;
  • Ability to establish an environment of cooperation and collaboration;
  • Self-motivated, with skills to support and advise others;
  • Capacity for rigor and precision, transparency and honesty;
  • Results-oriented and problem-solving skills;
  • Ability to learn, capitalize on mistakes and seize opportunities.
