Vacancy: Deputy Country Representative in Albania

Terre des hommes Mission in Albania is seeking to recruit a Deputy Country Representative.
The Deputy Country Representative (DCR) will be responsible for supporting the strategic development and implementation of the Terre des hommes programmes in Albania. The DCR reports directly to the Country Representative of Albania and Kosovo advises and assists the Country Representative in the definition of programs, projects, operational and institutional strategies in line with Tdh’s global strategy and policies. He/she is responsible for leading the advocacy strategy and partnerships of Tdh in Albania, as well as in representing the organization in strategic meetings and events as required. The DCR has direct management responsibility and supervision over the program staff based on the organisation’s organogram.

General information about Terre des homes Mission in Albania and Kosovo
Terre des hommes Mission in Albania and Kosovo is a non-profit organization that has been operating for over 15 years in the field of child rights and child protection, leading the establishment and strengthening of a national child protection system in Albania and Kosovo. Terre des hommes’ area of expertise ranges from direct psycho-social interventions with vulnerable children and their family and community members, to empowerment of local, regional and national level governmental institutions and key stakeholders through capacity-building and on-the-job training in order to develop and implement proper child-sensitive structures, policies, standards and procedures. Terre des hommes has also worked to mainstream child rights and child protection issues in the social policies and strategies of the Central government through lobbying and advocacy work.

ESSENTIAL JOB FUNCTIONS:

  • To lead and oversee the Tdh Albania implementation of the country and regional strategy, overall projects coordination, planning and monitoring;
  • To be up to date with the political situation in the country and follow closely the implementation of the government agenda on child protection, social care, health, migration, Juvenile Justice, Rule of law, social inclusion, and other related topics;
  • In charge of ensuring quality control of all public and internal documents, communication tools and strategies to promote the work of Tdh and its partners;
  • In charge of the overall financial and budget management of projects under DCR supervision including quality control, operational budget piloting (monitoring, forecasting, anticipating and proposing changes) and follow-up;
  • To organize and facilitate quarterly program review and lead or contribute to the organization of various staff meetings, working groups, planning events, etc.
  • To contribute to the strengthening of knowledge management efforts and overseeing research elements and projects;
  • To promote synergy and team building within Tdh, ensure good communication, coordination and collaboration between all team members including field staff;
  • To propose a plan of capacity building for the team when necessary in close collaboration with the human resources;
  • To work with the CR, and other Management staff, for defining and reviewing the best team architecture possible, to ensure team coherence, collaboration and the repartition of roles and responsibilities among all relevant Tdh staff;
  • To contribute and assist in writing project proposals and support fundraising efforts;
  • To contribute to the M&E system, development and implementation.

Qualifications and experiences

  • Advanced degree in International Development, Social Sciences or Law is required;
  • Knowledge and experience in social protection, child protection and social inclusion programmes; or, related fields;
  • Strong expertise in the field of child rights and child protection is preferred;
  • Minimum 5 years of management experience preferably with an international organization;
  • Very strong people management and systems building skills;
  • Capacity to work independently and under pressure;
  • Excellent communication, negotiation and conflict resolution skills, flexible world view and emotional maturity;
  • Very good speaking and writing skills in English and Albanian.

Duration of the contract: Fixed post

The titular will conduct his/ her duties in respect of the Child Safeguarding Policy and the Convention of the Rights of the Child subscribed by Terre des hommes.
