Monitoring, Evaluation, Accountability and Learning Officer in Romania

Terre des hommes (Tdh) is looking for a MEAL Officer to join its team in Romania. The successful candidate speaks English (= working language) and Romanian fluently.

Duty Station: Bucharest with occasional travel

Working time: part time (30 hours a week)

Reporting to: Country Representative

Tdh offers a one year fixed-term contract, with possibility of extension
Salary range: 2175 – 2300 Lei net

Main tasks

  • Oversee and manage (quality ensured) data collection, analysis, and syntheses on projects and country level;
  • Technical support to ensure projects have quality MEAL and are measuring progress against indicators in line with project logframes;
  • Coordinate monitoring and evaluation activities on projects;
  • Manage (internal and external) learning processes by capitalising, documenting on good practices in projects and organisation wide;
  • Build capacity of colleagues in monitoring, evaluating and reporting;
  • Liaise with partners and academic institutions to check quality of findings and methodology.

Knowledge, Attitude and Experience Required

  • At least 3 years of experience in coordinating and supporting Monitoring, Evaluation and Learning (MEL) processes;
  • Advanced quantitative and qualitative analysis skills to improve programme quality;
  • Excellent writing skills and ability to learn, apply and comply with donor and reporting requirements;
  • Previous experience in measuring (evidence based) outcomes and/or evaluating programmes;
  • Ability to work in a team in a consensual manner and to encourage full participation;
  • Ability to multi-task, handle pressure, work with limited supervision;
  • Ability to communicate effectively both verbally and in writing. 100% fluency required in both English and Romanian: spelling, grammar, vocabulary;
  • Strong knowledge and practice of Programme Cycle Management;
  • Ability to supervise, manage and encourage the development of local staff;
  • Ability to use basic word processing, excel spreadsheets and to learn new apps;
  • Prior experience in NGO work, especially with children, a strong asset. Child protection attitude a requirement;
  • University degree in sociology, development studies, human rights or related fields;
  • Ability to travel in rural communities.

Every year thousands of children and their families benefit from projects implemented either at a national or regional level. The current team is composed of 18 staff consisting of a delegate, a finance/HR/Admin team, a programmes team and a knowledge management team.
