Created in 1960, the Foundation of Terre des hommes (Tdh) mission is to defend and promote the rights of children. Today, Terre des hommes Foundation is the largest non-governmental organization (NGO) for children’s aid in Switzerland. Through the innovative protection and health projects, Tdh provides assistance to over three million children and their families in almost forty countries each year. In Europe, Tdh intervenes directly or indirectly in many countries, relying on teams based in Hungary, Albania, Kosovo, Romania, Moldova, Ukraine and Greece.

Tdh in Europe is currently undergoing a major organizational transformation in line with its Regionalization Strategy, which foresees multiple benefits to a set of countries in the region resulting from sharing experiences and joint strategies. An important objective in Regionalization Strategy is creation of Multi-Country Delegations (MCD).

A Multi-Country Delegation is intended to foster all the elements linked to Regionalization and additionally, thanks to a unique management structure, improve efficiency of local structure costs, reduce the impact of unforeseen institutional donors fluctuations on key staff, facilitate redeployment scenarios when security shocks, facilitate ad-hoc collaborations with neighboring countries partners and create efficiency at HQ level via a reduced number of direct line management relations.

At Tdh, MCD(s) have been implemented for several years, in different regions, with a different level of integration. The current consultancy is aimed at providing professional advice and guidance on the people aspects of the transformation into Multi-Country Delegation of Romania, Ukraine and Moldova (MCD East) with the total headcount of 60 employees.


The HR Change Manager is responsible for HR related transformation as defined by Regionalization Strategy with reference to MCD East creation. This position assists in managing all aspects of the change associated with the transformation of the organization to align the processes, job roles and organizational structure. The consultant will focus on the people side of the change. The HR Change Manager will work with the country leaders to ensure adoption, utilization and proficiency of the changes that impact the employees in the organization to increase benefit realization, value creation and the achievement of the results and outcomes. The HR Change Manager will create and implement change management strategies that maximize employee adoption while minimizing resistance. The primary responsibility will be reviewing, adjusting and proposing a fit for purpose HR structures, specifically:

  1. People and organizational change:
    • Identify key talents and expertise ensuring that MCD East has the right people, skills and competencies in the right locations to fulfill Tdh’s strategy;
    • Design and develop comprehensive Workforce Planning and share results in a logical and easy-to-understand manner;
    • Ensure the people change aspects of the MCD East are properly planned and executed in a timely manner, with cost and quality targets met and in line with Tdh policies and values;
    • Support or lead the consultation process at both individual and collective levels ensuring Tdh policies and procedures are adhered to and staff are treated in line with Tdh values.
  2. Organizational structure:
    • Analyze and assess the strategy and organization to determine the level of needed organizational structure change;
    • Design, adopt and present proposed changes;
    • Identify and design measures to track adoption of individual changes;
    • Identify and anticipate organizational challenges and/or resistance; develop risk mitigation plan.
  3. Recruitment and staffing:
    • Build a plan to manage the recruitment process to move from current to new organizational structure;
    • Support the development of role profiles as required.
  4. Create synergies  - knowledge sharing:
    • Analyze and design possible scenarios for staff mobility (work shadowing, job placement, shared resources), which is one of the main synergies in MCD concept;
    • Assess organizational readiness for the implementation;
    • Prepare and present implementation methods for selected staff mobility scenario(s).
  5. Support to managers and staff:
    • Support and coach managers and HR personnel to be able to deliver the people changes effectively, using relevant tools and documents that are required to deliver a successful implementation;
    • Work with the local HR personnel to ensure new HR structures are reflected in database;  
    • Ensure all HR activities are in line with Tdh values and promote equal opportunities, diversity and development within the organization and compliance with local labour laws.
  6. Communication:
    • Prepare meeting materials and lead meetings required for proper information exchange, consultation and contribution of stakeholder to creation of necessary documents and plans;
    • Together with country leads manage the on-site communication of key messages and ensure understanding by relevant staff in all three countries;
    • Ensure consistent presentation of all the findings.


  • Degree in Human Resources Management or other relevant field related to this assignment;
  • Minimum 5 years of demonstrated experience in successfully leading the design and implementation of HR change programmes with culture diversity across a dispersed organization;
  • Experience in working in a multinational and multi-cultural organization; 
  • Superior project management, planning and time management skills;
  • Experience in delivering projects within the not for profit sector is a strong asset;
  • Demonstrable ability to shape forward plans, taking into account strategy, risks and impact;
  • Knowledge of relevant labour law and employment practices;
  • Knowledge of best practice in HR management;
  • Strong presentation, verbal and written communication skills with the ability to articulate complex ideas in easy to understand terms to all levels of personnel;
  • Strong analytical skills;
  • Good listening skills with ability to effectively coach and mentor others;
  • Comfortable with ambiguity and constant change, able to methodically work through complex problems, set priorities and execute on commitments;
  • Sensitivity to local culture, language norms and ability to modify messages to engage a global audience;
  • Excellent communication skills;
  • Excellent command of English (written and spoken); knowledge of Ukrainian language will be an asset.


Expected level of effort is up to 40 days between 11 March and 15 May 2019.

Place of assignment: While the consultant may be mostly based in her/his recognized country of residence during the consultancy period, s/he will be requested to travel to Romania, Ukraine and Moldova for the on-site meetings and info sessions with the staff (exact schedule of travels to be agreed with the selected incumbent).
