Child Protection Field Officer

We are looking for a Child Protection Field Officer to join our team in Ukraine. The successful candidate speaks English (= working language) and Ukrainian & Russian fluently.

Duty Station: Mariupol, Donetsk Oblast

Contract length: 10 months  (extendable)

Working time: 100%

Start date: a.s.a.p.

The role

The Field Officer will work under the supervision and guidance of the Base Manager and will be responsible for planning and executing project activities at field level. A major role of the Field Officer will be to establish strong coordination and linkages amongst all the stakeholders in the field and at the center level to ensure that program activities are implemented successfully.

Knowledge, Attitude and Experience Required

  • University degree in relevant field;
  • At least 3 years of relevant working experience in child protection;
  • Working experience in preparation or management of the projects in social or governance field is beneficiary;
  • Working experience in NGO or INGO is advantage;
  • Willing to travel frequently (mostly Donetsk oblast) and adapt to difficult working conditions;
  • Ability to use tact and diplomacy, resolve conflicts and achieve results;
  • Good communication and negotiation skills;
  • Positive attitude;
  • Liability, readiness to meet deadlines;
  • Fluency in Russian and Ukrainian is required, proven abilities in writing and speaking in English.

Main tasks

Project implementation:

  • Implements the project activities within his/her respective areas of responsibility as per the project work plan.
  • Ensures that the implementation of work plan is consistent with the envisaged outputs and objectives of the project document.
  • Maintains close coordination with local state authorities and local partners in planning and conducting activities in different areas for different target groups, sharing information with all partners regularly.
  • Ensures a coordinated and collaborative approach is undertaken among project partners at field-level in implementing project interventions and achieving desired outcomes.
  • Updates and reports on a regular basis about the project progress and constraints and tries to resolve implementation problems, if any, in consultation with other project staff members.
  • Acts as a field level representative during coordination and other meetings, evaluation and discussions.
  • Supports and collaborates with other project staff for smooth project implementation.
  • Ensures Child Protection Minimum Standards (CPMS) in all project activities.

Administration / logistics:

  • Manages different logistics tasks of the field office. Assists project team in organizing various workshops, trainings and planning meetings.
  • Supervises the delivery of project goods to his/her respective areas.

Budget:

  • Participates in planning and drawing up project proposals and budget for different activities in consultation with other team members.

Information / Publications / Communication / Reporting (EN):

  • Updates and reports on a regular basis about the progress and constraints of the project.
  • Maintains close coordination/linkages with targeted local authorities, local NGOs, within the project area and keep them fully informed of the project activities.
  • Prepares monthly work plan, bi-weekly progress report, month progress report and other plans as required and ensures timely submission to the Project Manager.

Communication Officer

We are looking for a Communication Officer to join our team in Ukraine. The successful candidate speaks English (= working language) and Ukrainian & Russian fluently.

Duty Station: Severedonetsk or Mariupol, with regular travel in both Oblasts and to Kiev

Working time: 100%

Reporting to: Country Director

Start date: a.s.a.p.

Knowledge, Attitude and Experience Required

  • At least 3 years of experience in communication, public relations
  • Experience in coordinating and providing support for communication at national level
  • Ability to lobby, communicate and build coalitions with various stakeholders – demonstrated partnering experience is essential
  • An established network of child protection professionals in the country
  • Experience in donor reporting and editing external publications
  • Strong skills in editing platforms and websites
  • Ability to work in a team in a consensual manner and to encourage full participation
  • Ability to multi-task, handle pressure, work with limited supervision.
  • Ability to communicate effectively both verbally and in writing. 100% fluency required in both English, Ukrainian and Russian: spelling, grammar, vocabulary.
  • Prior experience in NGO work, especially with children, a strong asset. Child protection attitude a requirement.
  • University degree in Communications, Public Relations, Journalism, or related fields.

Main tasks

Coordination and monitoring of external communications activities, including among others:

  • Contribute to the development and implementation of communication strategies
  • Coordinate and oversee the development and production of publications, newsletters etc.
  • Manage and regularly update the websites
  • Proofread and edit reports, publications, text
  • Support the team in project communication and advocacy
  • Manage the contacts database and the dessimination of communication materials
  • Contribute to the presentation of best practices and lessons learned
  • Assist in developing project proposals and project reports

Management of the ‘Childhub’ project activities, including:

  • Coordination of the project’s activities
  • Establishment and mobilisation of networks of resource people
  • Promote the use and visibility of the Childhub; Organize and coordinate all promotional and communication events
  • Identify, screen and compile materials and tools to feed the virtual platform library, resources and tools
  • Responsible for the creation of monthly e-bulletins (translation to English of short texts)
  • Promote and facilitate participation of professionals in the childhub webinars and other online learning opportunities
  • Participate in the project implementation team meetings and all related activities
  • Oversee budget implementation and financial reports with regards to communication
  • Reports on project implementation

Administrative and Logistics Assistant

We are looking for a Administrative and Logistics Assistant to join our team in Ukraine. The successful candidate speaks English (= working language) and Ukrainian & Russian fluently.

Reporting to:  Admin/Log Manager in Kiev

Start date: a.s.a.p.

The Role

The Admin/Log assistant reports to the Admin/Log Manager in Kiev and he/she is in charge of administrative and logistics concerning the project and the Field office in Donetsk.

Knowledge, Attitude and Experience Required

  • At least 3-year work experience in office administration and in dealing with suppliers and procurementlogistics
  • Good spoken and written English-language skills.
  • Commitment to administrative work.
  • Ability to establish priorities and to plan, coordinate and monitor work plans
  • Comprehensive understanding of logistics operations and practices
  • Strong personal initiative and willingness to accept responsibilities and new tasks
  • Ability to work independently and under pressure
  • Pro-active and highly organized

Main tasks

Administrative:

  • Responsible for daily operations of administration issues.
  • Negotiation with external suppliers such as tickets, stationery, hotels, office and warehouse rent, office supplies etc.
  • Contact interpreters/translators/consultants/partners as requested.
  • Supervise the work of cleaner
  • Preparing monthly payments for warehouse and office rent, utilities, car rental, office usage (i.e.: train ticket, stationary, coffee&tea, household goods)
  • Prepare the general documentation for payment to ensure office smooth functioning
  • Assist in HR issues (e.g. support in contract signing, vacation request, sick leaves etc.)
  • Organize for the purchase and delivery of goods to support the office and its work.
  • Provide support to the office, including organizing meetings and missions, travel arrangements to the local staff (transportation, accommodation, train tickets)

Logistics:

  • Ensure TdH and external donors procurement procedures are followed.
  • Together with the Admin/Log Manager, organize the different stages of tender process: tender documentation, tender evaluation, drafting the contracts, preparing purchase orders, tracking, taking delivery, any customs clearance, conformity checks and budget check.
  • Prepare and conduct Request for Quotations (QR), Purchase Order (PO), Comparative Bid Analysis (CBAs), and review purchase receipts, quotations, bids and proposals, evaluations and negotiations of all goods and services to ensure compliance with Tdh logistics regulations.
  • Contract administration with Suppliers
  • Negotiate any changes to the leasing contracts, or improvements to the property, with the landlord
  • Make market assessments and identify the available suppliers.
  • Monitor the implementation of the supply chain (procurement, transportation, storage, distribution).
  • Advise about the methods of transporting and packaging.
  • Schedule shipments (in collaboration with the program team) and track them up to their final destination.
  • Prepare the general documentation for daily procurement process for the field office and ensure the formal approval by the relevant managers.
  • Supervise the daily procurement process for the Field office
  • Provide support for logistical aspects of the project implementation in cooperation with Field Officers which includes: arranging for the venues of training, workshop, meetings, contacting stakeholders, photocopying, printing, preparation of materials, distribution of letters and documents

Stock management:

  • Receive and distribute goods according to the internal regulation and ensure that all the necessary documents are filled out (delivery notes, stock cards, stock release forms, gift certificates).
  • Take delivery of the merchandise and check the quality & quantity in collaboration with the program team.
  • Choose the warehouse site and size in collaboration with the program team.
  • Support, monitor and evaluate the distributions to the beneficiaries.

Inventory

  • Conduct inventory of Tdh’s equipment and assets, repairs as needed

Fleet management

  • Ensure that the office has vehicles or means of transportation appropriate to its needs
  • Supervise the monthly check of fuel consumption and the fuel allocation through the fuel vouchers system, log book
  • Ensure that the agreement with the fuel supplier and vehicle owners are valid, fair and works well

Terre des hommes has been operating in Ukraine since 2014. Having a support office in Kyiv, Tdh implements activities in Luhansk on the government-controlled side through its office in Severodonetsk and Mariupol. As a partner of multiple donors, Tdh is active in establishing child friendly spaces with a set of activities focused on providing psychosocial support and building child protection capacity in urban and rural locations, including the line of contact (LoC). It also delivers humanitarian assistance to the most vulnerable conflict-affected population in the Eastern Ukraine to help them cope with difficult living conditions, as well as increase their food and health security.
